What is a PGA, and why does it matter at customs?
India's Customs clearance is not just about paying duty. For many goods — food, pharma, animals, plants, certain chemicals, radioactive materials, certain consumer goods — a sector-specific regulator must give an OK before the import can leave the port. These regulators are called Participating Government Agencies (PGAs), and their clearances are integrated into the Bill of Entry via SWIFT (Single Window Interface for Facilitating Trade) on ICEGATE.
For each HSN code, ICEGATE publishes a configuration of which agencies are involved, what information they need (and which of those fields are mandatory), and what documents must be uploaded via e-Sanchit. Get it right, and clearance is automatic; miss a mandatory field, and the consignment sits at the port.
The most common PGAs encountered:
- FSSAI — all packaged food and beverages
- CDSCO / Drug Controller — drugs, cosmetics, medical devices
- BIS — Bureau of Indian Standards, mandatory for ~700 consumer products under QCOs
- AQCS (Animal Quarantine) — live animals, meat, dairy, animal products
- PQCS (Plant Quarantine) — plants, seeds, agricultural produce, wood
- AERB — radioactive materials, sealed sources

What is a PGA?▼
PGA stands for Participating Government Agency — a regulatory body whose clearance is required before certain goods can be imported into India. What's the SWIFT / ICEGATE link?▼
SWIFT (Single Window Interface for Facilitating Trade) integrates PGA clearances into the ICEGATE Bill of Entry filing. For each HSN-PGA mapping, importers upload the required document codes (e.g. 853AQ1 for veterinary health certificate) through e-Sanchit, and Customs only releases goods once all mandatory PGA approvals are received.
Mandatory vs optional PGA fields?▼
Each PGA requirement has an info type, qualifier, and a mandatory flag. Mandatory items must be uploaded with valid values before customs clearance — missing any mandatory item delays release. Optional items can be filled if available (e.g. an animal microchip number) and help avoid back-and-forth queries.
Where does this data come from?▼
The PGA requirement set per HSN is sourced from ICEGATE's published PGA configuration. The compliance text (where present) is the verbatim instruction from CBIC circulars — typically citing a specific circular number and the e-Sanchit document codes the importer must upload.
What if my HSN shows no PGA requirements?▼
Most HSN codes don't have any PGA requirements — they go through standard customs clearance only. The absence of PGAs doesn't mean unrestricted; the import policy (Free / Restricted / Prohibited) is a separate check shown by the HSN Code Lookup.
