How FTA preferential rates work
India offers reduced (sometimes zero) Basic Customs Duty (BCD) on imports from countries it has a free-trade agreement or preferential arrangement with. To claim, the importer must produce a valid Certificate of Origin (CoO) issued by the exporting country's designated authority at the time of filing the Bill of Entry.
The MFN (Most Favoured Nation) rate is the default applied to all other imports. Some FTAs have additional conditions — minimum local-content thresholds, value-addition rules, product-specific rules of origin — that need to be met for the preferential rate to apply.
FTAs only affect BCD (and sometimes AIDC). IGST and Compensation Cess are charged at the normal Indian rate regardless of the origin country.

What is a preferential / FTA tariff rate?▼
When India has a free-trade agreement (FTA) or preferential arrangement with the exporting country, you can pay a lower (often zero) Basic Customs Duty instead of the standard MFN rate — provided you produce a valid Certificate of Origin (CoO) issued by the exporting country's designated authority. Without the CoO, the MFN rate applies.

How do I claim the preferential rate at customs?▼
On the Bill of Entry, declare the country of origin and tick the preferential-rate claim. Upload the Certificate of Origin in e-Sanchit with the correct document code (varies by FTA — your CHA will know). Customs officers verify the CoO; some FTAs also need a 'value addition' threshold or specific local-content rules. Without the CoO, the system defaults to the standard MFN BCD.
What about IGST and Compensation Cess on FTA imports?▼
Preferential rates only reduce BCD (and sometimes AIDC). IGST and Compensation Cess are charged as normal — these aren't affected by FTAs. So if you pay 0% BCD under ASEAN, you still pay the full IGST (e.g. 18%) and any Cess on the assessable value.
